A native of Utah, Ms. Abbey has extensive human resources management experience in retail, healthcare, public sector, and nonprofit scientific research industries, as well as pension plan and benefits administration. Before joining the Authority she worked for the Town of Oro Valley, the National Optical Astronomy Observatory, and Thomason Hospital. Ms. Abbey has a Masters degree in Human Resources Management from Troy University, and a Bachelors in English and Communications from the University of Utah. She is currently a part time instructor for the University of Phoenix. She is a member of the Society of Human Resource Management of Greater Tucson, the International Public Management Association of Human Resources, and the American Society for Training and Development.
